What Britain’s AI tests could establish
Retrospective: the first trends report separated tests from forecasts.

Britain’s AI Security Institute released its first Frontier AI Trends Report on December 18, 2025, drawing on two years of testing. The government described improving safeguards alongside bypasses in every system tested. It stressed that controlled experiments were not a measurement of real-world risks or a forecast. [1]
The effort grew from a public-sector capacity problem. The November 2023 Bletchley Park summit statement described an institute for government testing and research, alongside company commitments to permit pre-deployment evaluation. Those were commitments to access, not evidence that researchers would see every subsequent model or deployment. [2]
In May 2024, the government released Inspect, an open-source library for scoring specific model capabilities. The release made a common testing tool available to researchers outside the institute. Availability of the software did not make the underlying test questions or scoring choices interchangeable. [3]
The report’s appendix explains why comparison requires care: a timeline can use a model’s initial release date even when testers evaluated a later checkpoint. Some access involved pre-release checkpoints or different safeguards. Latency, cost and integration can also separate controlled performance from practical effectiveness. [4]
The retained Inspect documentation makes a test’s moving parts explicit: samples define the task, a solver produces answers, and a scorer judges them. For institutions reading an AI result, those choices are part of the claim. A score needs an account of what was asked and how success was counted. [5]
