An October 26 FCC rule preserves substantive captioning duties while reducing duplicate certifications for certain community-access channel and nonbroadcast-network suppliers. [1]

Conditional relief requires a channel or network’s own contact filing and certification covering exemption or compliance; otherwise the rule retains supplier obligations. [1]

Although November 25 is listed, the new filing exemptions—sections 79.1(i)(4) and (m)(6)—remain indefinitely delayed pending another notice. [1]

For viewers, the FCC’s current complaint guide provides television-captioning routes through either the distributor or the FCC. It distinguishes television complaints from Internet-delivered captions and equipment-display problems, helping identify the relevant complaint category. [2]
