Historical report — RSF’s April 30, 2026 World Press Freedom Index placed 52.2% of 180 countries and territories in its difficult or very serious categories. These were the organization’s classifications of reporting conditions. [1]

The broader media system also mattered. UNESCO’s 2025 World Trends report examined 2022–25 through information’s public value and integrity. It connected viable newsroom business models with resources for professional standards, editorial independence and protecting journalists. Financial capacity was part of the ability to report, alongside formal freedoms. [2]

The UN Human Rights Committee’s 2011 interpretation of Article 19 described journalism as a function shared by professional reporters, bloggers and other self-publishers. That framing extended the principle beyond newsroom employment. It stated standards for states parties, rather than establishing that those standards were followed in every country. [3]

The Index’s historical comparison required care. RSF described major methodology changes in 2013 and 2022, harmonized thresholds and recalibrated older scores. Its long series was a reconstructed comparison, rather than measurements made with an unchanged instrument. [1]
