GAO’s August 24 review found officials largely unsure how Opportunity Zone investment affected community outcomes. Its 2025 survey received 54 responses from 56 states, territories and Washington, D.C.; interviews with 16 selected funds were nongeneralizable. Some officials cited jobs and housing benefits, but those accounts were perceptions, not a causal estimate. Limited investment-location data also complicated local planning. It used 2020–2024 Census data to describe zone characteristics. [1]

The IRS’s October 19 bulletin supplies a later policy step: proposed rules for annual fund returns, business statements and investor-disposal statements. The proposal describes employment and housing information intended to support public reporting. It also distinguishes annual investment reporting from statutory impact reporting beginning in 2031. This is a proposed implementation framework, not evidence that the additional data have already demonstrated neighborhood gains. [2]

The Census Bureau’s January 29, 2026 release entry explains another timing boundary: its 2020–2024 five-year estimates cover collection from January 2020 through December 2024. They include small-area data down to census tracts, with selected detailed tables at block-group level. A recent release date does not turn that multiyear baseline into a snapshot of conditions or policy results in 2026. [3]
