Maryland dedicated Freedman’s State Park on May 15, 2026, recognizing land associated with Enoch George and Harriet Howard and their descendants. The Montgomery County park comprises a little more than 1,000 acres. Its purpose connects the history of emancipation to the land a formerly enslaved family acquired, farmed and passed to a later generation. [1]
The dedication came after the General Assembly established the park in 2022. Its territory had previously been part of Patuxent River State Park. The new designation gave this landscape a particular historical focus; the ceremony did not mean every building, display or proposed trail had been completed. The state reported only portions accessible for hiking at that point. [1]
The Maryland State Archives biography supplies detail missing from the dedication summary. It dates Howard’s purchase of his freedom to 1851 and Harriet’s to 1853. In 1860, Harriet purchased their four oldest children; the record retained legal ownership until specified ages. In 1862 Howard used $3,000 to buy the farm containing Locust Villa. The family’s path away from enslavement involved multiple transactions and Harriet’s own action, rather than one simple purchase. [2]
The physical sites include Locust Villa’s ruins, Greenbury Howard’s surviving house and the family cemetery. The park reference dates the house to around 1870 and says family gatherings continued until the property was sold in 1960. Restoration is ongoing; the building can be viewed from the grounds, rather than assumed to be an open interior exhibition. [3]
The park reference states that there are no ADA-accessible sites and encourages advance arrangements for visitors with disabilities or special needs. It describes the farm as reachable on foot or by vehicle on special request. Public designation therefore does not establish unrestricted physical access. [3]
The park lists no service charge, sunrise-to-sunset hours except Christmas Day, and an appointment-only Alf Brown House visitor center. It directs visitors to begin at the Georgia Avenue parking lot. Those operating conditions are distinct from the public dedication. [3]
Planning also continues. Project partner Preservation Maryland says the master-plan process builds on a Cultural Landscape Report completed in 2025 and joins land conservation, passive recreation and historical interpretation. Its planning team includes DNR and Unknown Studio. This is a statement of work and responsibilities; it does not establish that all trails, restored buildings or displays have been delivered. [4]
