On June 3, 2026, CPSC granted a petition concerning child-resistant ladders for aboveground and portable pools. The agency directed further standards work and kept mandatory federal requirements as an option if progress proved inadequate. [1]

CPSC’s May 15 staff review identified a verification gap: the voluntary portable-pool standard had required child-resistant ladders since 2016 without a test protocol. It also described incidents involving child-resistant mechanisms left unsecured, linking design with use. [2]

Granting a petition does not itself establish the requested rule. CPSC staff explicitly cautioned that the Commission would not necessarily adopt the petition’s proposed form. [2]

The wider exposure is largely residential. CPSC’s June drowning report said more than 70% of fatal pool- or spa-related drownings among children younger than 15 in 2021–2023 occurred at homes or other residential settings. That statistic covers more than ladder incidents. [3]

For households, CPSC’s Pool Safely guidance recommends barriers on all sides with a self-closing, self-latching gate and a designated adult watching children without distractions. These measures address access and supervision while standards work continues; no single ladder feature establishes that a pool is child-proof. [4]
