On July 20, Las Vegas sought a developer for about 11 downtown acres, seeking mixed uses with a civic and public-safety component. The solicitation contemplated a development agreement, rather than announcing construction of a selected project. [1]

The city’s undated request makes land transfer contingent on permit readiness and demonstrated financing. A signed agreement within 120 days of selection is a goal, not an opening date. [2]

Developer background, financial capacity and comparable projects carry 25% of the evaluation; economic impact and community benefit carry 15%. Proposals must outline steps toward a local employment plan targeting redevelopment-area residents. These are evaluation requirements, not evidence of jobs delivered. [2]
