Rugby draws a line at won rucks
The clarification depends on the contest being over.

World Rugby’s June 1, 2026 clarification addressed a halfback moving beyond the ruck’s back foot and handling the ball. The committee permitted that continuity only when the possession contest is clearly over and the ball secured. This limited interpretation does not replace the written laws or permit handling a contested ruck. [1]
The historical clock matters. March 2024 guidance told referees to call “use it” once the ball is clearly won and available. It then must leave the ruck within five seconds, or the opponents receive a scrum. Moving it backward with a foot already counts as playing it. Calling sooner limits the time for extra players to join and lengthen the ruck. [2]
The committee requested monitoring for future discussions. It did not report measured improvements in match pace, which would require separate evidence. [1]
