Kyoto’s February 26, 2026 notice prepared visitors for a five-band lodging tax beginning March 1. The tax had existed since October 2018. Under the revision, a stay costing ¥30,000 per person per night attracted ¥1,000 in tax, twice the previous ¥500. The amount depended on the accommodation charge, rather than one flat visitor levy. [1]

The city’s September 10 FAQ illustrates why the taxable charge can differ from cash paid. A hotel reducing a ¥20,000 charge to ¥15,000 produces ¥400 tax; using ¥5,000 in booking-site points plus ¥15,000 cash leaves a ¥20,000 base and ¥1,000 tax. The charge includes service fees but excludes meals and consumption tax. These are the city’s examples of different payment mechanisms. [2]

There was also an operator-level preparation record. HOTEL THE MITSUI KYOTO’s December 20, 2025 notice said it would apply the revised rates to stays from March 1 and charge the tax separately. It flagged different terms for points bookings. This records one hotel’s announced practice, without establishing how every property actually billed guests. [3]

The larger fiscal purpose is visible in the city’s allocation table: estimated lodging-tax revenue of ¥13.2 billion in the fiscal 2026 budget, against ¥5.9 billion in the fiscal 2025 budget. Fiscal 2026 budgeted ¥3 billion in reserves for future needs. Both are budget estimates, distinct from the table’s fiscal 2024 settled accounts or evidence that congestion improved. [4]

A city page dated September 15, 2026 provides a route to follow the money: separate materials for planned fiscal 2026 projects and projects described as implemented in fiscal 2025. Rate notices explain the bill; those fiscal records address what the levy finances. Neither alone measures residents’ or travelers’ experience. [5]
