The EU Council announced final approval of revised package-travel safeguards on March 30, 2026. Its explanation addressed disruption and insolvency, including clearer information and vouchers valid for 12 months and transferable once. The reform concerned organised combinations of travel services; it did not turn every independently booked flight or hotel into a package holiday. [1]

The Commission’s May 28 follow-through marked entry into force, while distinguishing later obligations. Countries had 28 months to transpose the rules; operators would be bound six months afterward. The new voucher safeguards included express consent and automatic reimbursement of unredeemed vouchers. Entry into force therefore did not mean those new operator duties were immediately binding that day. [2]

The Commission’s historical account explains the review’s scope. Rules applying since July 2018 covered both ready-made holidays and customised combinations bought through a single point of sale. Its 2021 assessment examined the Thomas Cook bankruptcy and pandemic challenges. That history connects the reform to failures affecting combined bookings, rather than treating a package as merely another word for any trip. [3]
