TIGTA’s June 29, 2026 audit exposed missed help at IRS Taxpayer Assistance Centers. Auditors made 91 unannounced visits during the 2025 filing season; 30 did not yield full assistance. Their judgmental sample cannot establish a national failure rate. IRS management agreed with four recommendations addressing appointments and tax-law guidance. [1]

The stakes extend beyond convenience. The IRS’s Taxpayer Bill of Rights promises clear explanations and professional, understandable assistance, including access to a supervisor about inadequate service. Those standards give readers a way to assess an encounter without assuming that an auditor’s unsuccessful visit describes every center. [2]

The retained Field Assistance manual shows the scheduling mechanism. Its October 2026 procedures say available same-day appointments should be offered and describe automatic closure of unchecked-in appointments after 15 minutes. That can release unused time for another visitor. A later manual instruction is evidence of policy, not a fresh test proving every office follows it. [3]

The IRS’s retained public guide directs people to find a local center and call for appointment priority. The distinction matters for someone arranging travel or time away from work: an appointment channel and a possible same-day opening are different expectations. The guide does not guarantee that an unscheduled visitor will receive immediate assistance. [4]
