GAO’s September 17, 2026 postal audit distinguished slower delivery standards from success in meeting them. It found that cost-cutting initiatives and other challenges contributed to poor performance under USPS’s 2021 strategy. [1]
The operational history matters for senders outside processing hubs. USPS’s July 1, 2025 notice recapped its April 1 changes, including an extra day for certain products originating in ZIP Codes more than 50 miles from a regional processing centre. The affected products included single-piece First-Class Mail; presorted First-Class Mail kept its existing standard. This changed expected delivery time, rather than measuring actual arrival. [2]
The Postal Regulatory Commission’s March 27, 2026 review found that 20 of 27 measured market-dominant products or categories missed their fiscal-2025 targets, although USPS had lowered 19 targets. Its method compares the share of pieces arriving within the standard against USPS’s percentage target. A delivery-time standard, an on-time percentage and its target are three different measures. [3]
USPS agreed with GAO’s transparency recommendation and reported efficiency gains. GAO sought clearer actions and expected impacts in the strategic update planned for 2027. The audit does not measure the outcome of that future update. [1]
