WHO’s June 23, 2026 report urged countries to connect newborn screening with diagnosis, treatment and long-term care. It recommended starting with conditions that could be feasibly managed within each health system. The Philippines was among its country examples. [1]

A Philippine health-department order dated October 27, 2020 traced the system to a 2004 law and its expansion to November 2014. It described insurance coverage of the expanded test fee under the 2018 Newborn Care Package. It provided for fee allocations to confirmatory testing and management. The order planned regional genetics services and strategic placement of continuity clinics, linking testing with subsequent care. [2]

The Newborn Screening Reference Center’s undated directory, read October 26, 2026, separates sample-collecting facilities from testing centres, confirmatory centres and continuity clinics. Facilities send samples to testing centres; positive screens require recall and confirmation. It lists 33 continuity clinics, described as hospital-based outpatient services for confirmed patients. This institutional map does not measure waiting times, travel burden or completed care. [3]

The WHO release describes consultation-informed priorities and country examples. It leaves unanswered how consistently families completed the full pathway. [1]
