WIPO’s September 30, 2026 Marrakesh Treaty account reported over 1.2 million catalogue titles and 240,500 accessible files delivered through participating organizations in 2025. Available titles and supplied files measure different stages; neither counts distinct readers. [1]

Copyright rules provide the foundation. WIPO dates the treaty’s adoption to June 27, 2013 and describes mandatory exceptions for people who are blind, visually impaired or otherwise print disabled. Accessible editions need a legal route for production and exchange, as well as a technical format people can use. [2]

The undated service guide describes that operational route: participating libraries contribute records and request accessible files from one another. Cross-border exchange without the copyright holder’s permission depends on treaty ratification and national implementation. [3]

Participation is free but requires a WIPO agreement, title metadata, requested files and patron-supply statistics. Organizations must qualify as authorized entities, keep handling records and discourage unauthorized copying. This is an organized library exchange, not an unrestricted download link. [3]

Eligible organizations can also enable their own beneficiaries to search and download directly. The guide requires treaty implementation in their country and acceptance of the application’s terms. WIPO’s September account put this direct-access collection at over 500,000 books. [1] [3]

WIPO acknowledged remaining language and format gaps and the need for local production capacity. Readers still need to find a participating organization and a usable edition. Catalogue totals cannot establish whether a particular textbook is available or how many people completed a book. [1]
