Climate pledges still needed delivery
UNEP’s 2025 scenarios separated promises from policy.

UNEP’s November 4, 2025 report projected 2.3–2.5°C of warming with full climate-pledge implementation, versus up to 2.8°C under current policies. These conditional scenarios were not forecasts to average together: the difference reflected action promised but not yet delivered. [1]
Methodological updates explained 0.1°C of improvement over the preceding report. A lower headline therefore did not measure policy progress alone. [1]
Nationally Determined Contributions are country climate plans under the Paris Agreement, updated every five years with greater ambition. They coordinate mitigation and adaptation across sectors such as energy, transport and agriculture; submitting one is a different act from implementing its policies. [2]
Plans can also describe support for communities and industries affected by the energy transition. Benefits depend on design and implementation, rather than filing alone. [2]
