Indonesia deposited its ratification of the Work in Fishing Convention on June 10, 2026. The ILO said it would take effect for the country twelve months later. Ratification therefore set an implementation timetable; it did not establish that every vessel already met the standards. [1]
The 2007 convention requires comprehensible work agreements and opportunities to review terms and seek advice, except for an owner operating a vessel single-handedly. States must organize inspection of their flagged vessels. Article 43 also permits a port state receiving a complaint or evidence to report deficiencies and address clearly hazardous conditions. [2]
There is an earlier enforcement example. The ILO’s July 17, 2018 account described a foreign vessel detained in Cape Town after crew complaints, then released. The owner was required to remedy deficiencies. This was a South African case, not evidence about Indonesian implementation. It illustrates how a complaint can lead to inspection and action beyond a vessel’s home jurisdiction. [3]
Britain’s January 6, 2026 guidance explains complaints in its ports. These can concern domestic or foreign fishing vessels. The agency records details, assesses the complaint and takes steps to safeguard confidentiality. More detailed inspection depends on the circumstances. Written standards, a reporting channel and investigative authority perform different parts of enforcement. [4]
