The International Labour Conference adopted Convention 193 on June 12, 2026. The ILO’s June 16 account described safeguards for privacy and automated decisions, including transparency and access to review mechanisms. It also described protections for workers outside an employment relationship. The standard addresses how platforms organize work, alongside fundamental rights and occupational safety. [1]

Adoption and ratification are separate steps. The ILO’s standards guide says members submit new conventions to their competent national authority; ratification is the formal acceptance of a legally binding instrument. A ratifying country then enters the ILO’s supervisory system. The June decision alone therefore does not establish which national measures a particular worker can invoke. [2]

The ILO’s 2021 research provides background for the focus on algorithms. Surveys covered about 12,000 workers in 100 countries. Its executive summary described ratings and job acceptance or cancellation as inputs to matching, and account deactivation as a possible consequence of adverse ratings. Those historical observations do not measure the convention’s later effects. [3]
